Resident Rights and Grievance Policy

Every person who lives at Tuscawilla Place is entitled to be treated with dignity, to have their personal information kept private, and to raise concerns without fear of retaliation.

This page describes those rights in full and explains the process for raising a concern or filing a grievance if you feel those rights have not been honored.

Your Rights as a Resident of Tuscawilla Place

As a resident of Tuscawilla Place, you have the following rights:

To be treated with dignity and respect at all times by staff, management, and fellow residents.

To live in a safe, clean, and well-maintained environment.

To have personal information kept confidential. Tuscawilla Place does not share, sell, or publish resident information. Resident names, contact information, treatment history, and personal details are not disclosed to any third party without the resident's written consent, except as required by law.

To be informed of all house rules, expectations, and payment requirements before or at the time of move-in.

To receive advance notice of any rule changes that affect residency, to the extent practicable.

To raise concerns, complaints, or grievances without fear of retaliation. A resident who raises a concern in good faith will not be penalized, punished, or removed from housing as a result of raising that concern.

To have grievances addressed in a timely manner by campus management.

To seek assistance from outside resources, including legal aid, advocacy organizations, or support services, without interference from campus management.

To access peer recovery support and AA meetings available on campus without restriction.

To be informed of the reason for any removal from the campus.

To be treated consistently with all applicable Florida law, including fair housing protections applicable to persons in recovery.

Confidentiality of Your Information

Tuscawilla Place does not share, sell, publish, or otherwise disclose resident information to any third party without the resident’s written consent.

Resident information includes your name, contact information, the fact that you live or have lived at Tuscawilla Place, any information about your recovery history, and any personal details you share with campus management.

The only exceptions to this confidentiality policy are:

  • Disclosures required by law, including valid court orders or mandatory reporting obligations under Florida law
  • Disclosures made with your explicit written consent
  • Disclosures to emergency services in a situation involving immediate risk to your life or the life of another person

If you are a court-referred resident: your supervising officer or probation department will receive testing results and attendance confirmation as required by the terms of your referral. This is a condition of court-referred residency and is disclosed to you at move-in.

Tuscawilla Place will never share your personal information with employers, family members, or other third parties without your written consent.

How to Raise a Concern or File a Grievance

If you have a concern about how you have been treated at Tuscawilla Place, about the conditions of the campus, or about any matter affecting your rights as a resident, you have the right to raise it. Here is the process.

Step 1

Raise the concern directly with onsite house manager

Speak with the on-site house manager, in person or by phone at (352) 622-6023, or by email at manager@tuscawillaplace.com. He will acknowledge the concern within one business day and work to resolve it within five business days.

Step 2

Submit a written grievance

If the concern is not resolved through the initial conversation, the resident may submit a written grievance by email to manager@tuscawillaplace.com. State the concern clearly, the date it occurred, and the resolution you are seeking. Written grievances will receive a written response within seven business days.

Step 3

Escalation

If the grievance is not resolved at the on-site level, the resident may contact Tuscawilla Place campus ownership at manager@tuscawillaplace.com and request that the matter be escalated for further review. 

Step 4

External resources

Residents are free to seek assistance from outside resources at any time, including legal aid organizations, Florida tenant rights resources, or advocacy groups. Contact information for external resources is available from Paul on request.

Non-Retaliation Policy

Tuscawilla Place prohibits retaliation against any resident who raises a concern, files a grievance, or seeks assistance from an outside organization or resource in good faith.

Retaliation includes but is not limited to: threats, intimidation, changes in housing terms, accelerated removal proceedings, or any other adverse action taken against a resident in response to their good-faith exercise of the rights described on this page.

If you believe you have experienced retaliation for raising a concern, you may report it directly to campus management or to an external resource. Retaliation complaints will be treated with the same seriousness as any other grievance.

Fair Housing and Non-Discrimination

Tuscawilla Place is committed to providing housing without discrimination on the basis of race, color, national origin, religion, sex, familial status, disability, or any other characteristic protected under the Fair Housing Act or applicable Florida law.

Persons in recovery from addiction are protected under the Fair Housing Act as persons with a disability. Tuscawilla Place affirms this protection and does not discriminate against residents or applicants on this basis.

If you believe you have been discriminated against in connection with your residency at Tuscawilla Place, you may file a complaint with the U.S. Department of Housing and Urban Development (HUD) at hud.gov or by calling 1-800-669-9777, or with the Florida Commission on Human Relations at fchr.state.fl.us.
